Starting your journey to obtain a Saber Certificate, first determine whether your product is regulated or non-regulated. Next, understand the required certificates and the key differences between a Product Certificate and a Shipment Certificate.
1. Regulated Products (High or Medium-Risk-Product)
- Regulated products are subject to Saudi technical regulations issued by SASO. In this case, the products must be evaluated by a third-party notified body to verify their compliance. This evaluation may include obtaining a Certificate of Conformity, Saber Certificate COC, SASO QM Mark, G-Mark, or SASO IECEE recognition certificate, Energy efficiency label, water efficiency label and water realization certificate, depending on product nature and HS code.
2. Non- Regulated Products (Low-Risk-Products)
- Non-regulated products are not subject to any Saudi technical regulations. In this case, the product can be registered under the importer’s self-declaration. After registration, the shipment certificate can be issued
- No third-party certification body, test report, additional technical requirements, or factory audit is required
3. Personal or non-commercial product
- if product for personal use or non-commercial product, we can arrange to submit an exemption request, then you will get a shipment certificate for non-commercial product upon approval from SASO
- if the request was rejected, then you should issue COC
Saber certificate need for clearance of your shipment:
1. Product Certificate of Conformity (PCOC)
- Login to saber electronic platform
- Add all required information into the system.
- Select the preferred CB according to their scope.
- CB does all assessment process and asks the exporter for submission of all technical documents.
- The CB reviews all documents against SASO technical regulations for decision.
- The certificate is approved and issued through SABER; it will be valid for a period of one year.

- Download a copy of your saber certificate online from your account at the platform
2. Shipment Certificate of conformity (SCoC)
- Create a new request online via saber
- Create a new Reference Name and choose the selected valid certificates.
- Upload your commercial invoice and all the shipments data.
- Complete your request into the system by adding models, quantities, barcodes…etc
- CB ensures if there is a valid PCoC for each regulated product.
- Pay fees into Sadad system.
- SCoC is issued online and will be valid for that specific shipment.

Who are responsible for registration importer or exporter?
The registration process must be done through the importer’s saber account, but both importer or exporter can start the process based on their agreement.
How much time it takes to issue saber certificate?
Normally if all technical documents are ready, it will take 48 hours.
We have a large number of products, will they all be registered? What is the cost?
